Title:                     Junior Analyst
Department:         Facilities/Board of Health and General Managers Office
Status:                  FLSA Non-Exempt, 40 hours per week, non-union position
Salary:                  Grade 1, FY23 range $48,960.00 – 63,648.00 Annually

General Summary: The purpose of this position is to support responsible financial, budgetary and administrative duties supporting the discharge of operations for the Office of the General Manager.  Performs a wide range of technical, analytical and administrative duties necessary for the adequate functioning of the General Manager’s operations, projects and plans; all other work as required and directed.                                                                              

Essential Job Functions:*

Research, Project Assistance, and Administrative Duties

Writes reports and correspondence for assigned projects, tracks and monitors a variety of projects and initiatives. Coordinates special projects and interdepartmental initiatives; implements studies to recommend improvements for Town programs, services, and procedures with direction; gather data for data analysis; benchmarking; policy analysis and development.  Provides any needed administrative support to General Manager’s office and other departments as assigned.

Financial & Budgetary Responsibilities 

Assists the General Manager and other staff with the assembly of the annual financial plan; provides assistance with the preparation of the Town’s annual operating and capital budget and may conduct research in preparation of collective bargaining activities.   May attend Capital Planning Committee Meetings, track expenditures of approved capital planning projects.  May attend Finance Commission meetings or other financially related meetings as necessary.  Extensive work in preparation of budget and development of public presentations for budget and finance related items.

Information Technology Systems/Public Information Responsibilities  

May maintain, monitor, enhance and support portions of the Tyler Munis software database solution, the Town Website, Social media accounts; drafts and coordinates press releases and other public information. 

Additional Responsibilities and Requirements  

Attend training, conference, and other educational opportunities in a wide range of areas as directed by General Manager or his designee.

Commitment to public service.

All other duties as assigned and directed.

Minimum Requirements:*

Education, Training and Experience:

Bachelor’s degree in public administration or related field and three years of experience in municipal or public management, or any equivalent combination of education and experience.  

Knowledge, Ability and Skill:

Knowledge:  Some knowledge of municipal government including finance and budgetary functions, departmental operations, federal, state and local laws. Demonstrated ability to prepare capital and operating budgets, ability to prepare spreadsheets and financial reports.

 Ability:  Ability to communicate effectively, orally and in writing with town employees, state, federal, local officials and the general public.  Ability to perform technical support duties.  Ability to prepare research information and data and present data to the public and officials.

Skill:  Strong organizational and analytical skills. Extensive proficiency in MS Office software, MUNIS skills preferred.
