Status:             FLSA Exempt, 40 hours per week, non-union position
Salary:            Grade M16, FY22 $1,905.96-$2,022.32/Weekly. Salary range exceeds hiring range (Additional 5% for a master’s degree in a related field)

General Summary: The purpose of this position is to perform administrative, supervisory, and inspection work related to the enforcement and interpretation of the state building code, the local zoning bylaws, and all other applicable regulations; all other related work as required. 

Essential Job Functions:*

  • Enforces the provisions of the Massachusetts State Building Code, the Town's Zoning Bylaws and all other applicable statutes, rules and regulations. Conducts Certificates of Inspection for annual inspections as required by the Massachusetts Building Code.
  • Reviews zoning and building requests; reviews plans for building construction or alteration to determine compliance with state codes, local zoning bylaws and other applicable regulations. Issues building permits; calculates and collects fees; supervises the maintenance of associated records.
  • Inspects buildings and alterations to buildings under construction and upon completion for conformance with structural requirements and approved plans. Issues Certificates of Occupancy if required.
  • Confers with builders, architects, engineers, property owners, and the general public regarding construction requirements, the application of the zoning bylaws, and other related matters.
  • Investigates complaints of alleged violations and takes appropriate action, such as the issuance of cease and desist orders or the filing of criminal complaint in district court. Appears in court relative to criminal complaints files for non-compliance with codes.
  • Plans and directs the daily functions and activities of the Building Inspection office. Prepares and recommends the department budget and administers approved funds consistent with town policies and procedures.  Prepares and files reports and records.  
  • Chairs Developmental Plan Review meetings.
  • Acts as the Town’s ADA compliance coordinator for physical facilities.

Minimum Requirements:*

Bachelor’s degree in a field related to building construction or design and a minimum of five years of experience in the supervision of building construction or design; or, any equivalent combination of education and experience. Municipal experience desired. Certification by the BBRS (Board of Building Regulations and Standards) as an Inspector of Buildings. Possession of a valid motor vehicle operator’s license. Construction Supervisor’s License. Ability to maintain certification and licenses in accordance with Mass. General Laws

General knowledge of the accepted requirements for building construction, fire prevention, light, ventilation and safe egress, as well as general knowledge of other equipment and material essential for safety, comfort and convenience of the occupants of building or structure.  Must be thoroughly knowledgeable on the State Architectural Access board’s latest rules and regulations.  Expert knowledge of statutes, bylaws, regulations, codes, policies, and procedures relevant to the department’s operation.  Thorough knowledge of the materials and methods used in building construction and of the Massachusetts State Building Code, local zoning bylaw and applicable provisions of the Massachusetts General Laws. 

Ability to read and interpret blueprints, drawings and plans.  Ability to enforce regulations firmly, tactfully and impartially. Ability to remain calm, concentrate and perform all responsibilities in a competent manner at all times. Able to communicate effectively and efficiently verbally and in writing at all times.
