Status:             FLSA Exempt, nonunion, management position

Salary:            FY22, Grade M18, range $116,857 - $143,693 (an additional 5% may be granted for candidates with a related master degree) + excellent benefits including a strong commitment to professional development and the opportunity to assist in leading a dynamic team

 

General Summary: The purpose of this position is to perform professional work in administration of the Town and School personnel programs; recruiting employees; ensuring compliance with state, federal, and local personnel laws and regulations; and counseling staff on a variety of human resource matters; all other related work as required and directed. 

 

Essential Job Functions:*

  • Directs recruitment and hiring activities for all Town and School employees.
  • Maintains official personnel records. Serves as the Town’s Affirmative Action/Equal Employment Officer.
  • Administers various employee benefit programs, including health, life, and employee assistance programs. Researches and makes recommendations in regards to selection of benefit programs.
  • Maintains and implements personnel bylaws, policies and procedures, ensuring consistent interpretation and application.
  • Oversees the administration of compensation and classification policies in accordance with town bylaws, collective bargaining agreements, and federal and state statutes.         
  • Counsels employees, advises managers, investigates personnel problems and disciplinary issues. Represents the Town at personnel-related hearings and investigations.
  • Oversees all aspects of collective bargaining including negotiating union contracts, costing out contract for budgetary purposes, and resolving labor relations issues, grievances, and arbitrations.
  • Oversees the Town’s compliance with federal and state personnel laws and regulations that cover topics such as wages and hours, equal employment opportunity, drug and alcohol testing, work-related injuries, and employee benefits.
  • Coordinates with the General Manager’s Office in the management of workers’ compensation program and injured on duty leaves.
  • Assists the General Manager and Superintendent with strategic planning in regards to personnel.
  • Provides staff support and advice to the Personnel Board. Prepares agendas, special studies and analysis, warrant articles and recommendations.
  • Attends and represents the Town at meetings and conferences related to human resources; attends and presents human resources related information at Board of Selectmen, Finance Commission, Personnel Board, and other meetings.
  • Coordinates civil service matters with the Massachusetts Human Resources Division (HRD); monitors eligible lists, interprets rules, regulations and disciplinary procedures.
  • Works with department heads and various staff/employees on personnel transactions; mediates problems between employees; works to improve communication within and between departments; answers questions from department heads and supervisors concerning personnel policies and procedures.

 

Minimum Requirements:*

  • Masters’ degree in related field.
  • Seven to ten years of progressively responsible experience in human resource management; training and experience in municipal personnel administration; experience with collective bargaining highly preferred; or any equivalent combination of education and experience.
  • Excellent customer service and communication skills required. Skill in report writing methods and compensation analysis. 
  • Superior persuasiveness, resourcefulness, discretionary skills and people skills.
  • A strong commitment to public service required.
