Salary:            Grade M14, FY22 $1,633.46-$1,732.88 paid weekly. Salary range exceeds hiring range.

General Summary: Under the direction of the Airport Commission, this position provides high-level management and technical duties in providing safe and efficient operations of the Norwood Memorial Airport. May receive operational direction from the General Manager. Incumbent provides executive leadership for the Airport in areas of policy formulation, fiscal affairs, and organizational development.

Essential Job Functions: *

  • Responsible for the overall business operation of the Airport. Recommends annual budget and develops capital improvement plans for Airport Commission approval.  Monitors and reviews the revenue levels and expenditures to ensure adherence to budget limitations.  Oversees department purchases in conformity with town policies and the consent of the Commission.
  • Works closely with local, state and federal investigative agencies to develop, implement, and administer airport security plans per Massachusetts directives; implements badging systems; develops state-of-the-art security camera systems; assists State aeronautics officials in developing information technologies that support the airport security system.
  • Provides for effective long-range, strategic planning and construction of needed infrastructures and facilities.
  • Coordinates maintenance projects and maintains records. Determines airport safety, and if necessary, directs temporary closure of airport.
  • Investigates and prepares appropriate reports for all incidents and accidents occurring on airport property. Participates in the overall daily inspection, operation, maintenance and safety of the Airport.  This includes, but is not limited to, runways, taxiways and airfield surfaces, snow and ice removal, aeronautical aids, lights, ground equipment, aircraft parking, automobile parking areas, and any other activity that may affect public safety.
  • Responsible for presenting policy matters to the Commission for approval. Submits annual goals and objectives to the Commission.  Attends and participates in all Commission meetings as well as committee meetings.
  • Assists the Commission in ensuring that both new and renewed leases are negotiated in accordance with federal and state laws, town ordinances, and commission policy.

Minimum Requirements: *

  • Bachelor’s degree in aviation management, public administration or business management. Five years of experience in airport management; or any equivalent combination of education and experience.
  • Possession of a valid motor vehicle operator's license, Massachusetts Aeronautics Commission Airport Manager License, License to carry firearms, FAA pilot certificate desirable.
  • Extensive and complete knowledge of FAA rules and regulations. Knowledge of general business practices, contract preparation and personnel management.  Knowledge of federal and state grant application process.  Proficient in public speaking and written communication.  General knowledge of administrative and management practices and federal, state, and municipal laws and regulations related to airport operation and maintenance.
