Location:        566 Washington Street, Norwood

Status:            Part-Time, 15 hours per week

Salary:            Grade N7, pay range $27.36 – $33.58 per hour

 

General Summary: The purpose of this position is to provide administrative oversight to all of the Community Preservation Act (CPA) projects for the Town of Norwood. The position provides technical and administrative support for the Community Preservation Committee (CPC) and works exclusively on CPA/CPC-related business. Performs all other related work as required.

 

Essential Job Functions:

  • Responsible for monitoring all Community Preservation Act (CPA) projects in Town. Prepares project schedules and tracks project status.
  • Participates, with the CPC, in application and project eligibility review and project analysis for funding recommendations. Coordinates the Community Preservation Fund application cases; participates in review and evaluation process, prepares Letters of Agreement.
  • Tracks project funding sources, processes invoices for payment and reimbursement. Monitors, verifies, and processes CPC Fund project and administrative expenditures and maintains associated records. Monitors CP Fund projects through regular project reports.
  • Coordinates the process for creating community preservation required deed restrictions for historic preservation, conservation, and affordable housing deed restrictions. Coordinates the use of CP funds for affordable housing projects.
  • Works with the Procurement Office and Building Department to ensure that all projects are in compliance with state law and local policies.
  • Serves as a liaison between the Community Preservation Committee and the public, project applicants, Town staff, and project representatives.
  • Provides staff support to the CPC including scheduling, posting agendas, preparing minutes, and preparing correspondence such as memoranda, forms, reports, notices, and press releases. Serves as the first point of contact for the CPC, responding to general and specific inquiries in person and in writing.
  • Attends CPC meetings and other CPC-related public hearings. Schedules presenters at hearings. Performs follow-up action items as required.
  • Prepares the annual budget and Town Meeting Articles for the Community Preservation Committee.
  • Maintains CPC filing systems both physical and electronic.
  • Maintains CPC website and social media accounts.
  • Performs similar or related work as required.

 

Recommended Minimum Qualifications

Bachelor’s degree in Community Planning/Urban Planning, Public Administration, or in a related field is required. Minimum five years of project management experience in a municipality or compatible state/federal agency administrating. Or an equivalent combination of education, work, and/or municipal volunteer experience. 

 

Knowledge of the practices, processes, and principles of municipal planning and permitting, including Massachusetts statutes governing land use and zoning, and land conservation. A working knowledge of standard office computer equipment and software. Knowledge of standard financial reporting.

 

Excellent organizational skills, strong written and oral communication skills, proficient with Microsoft Office and basic financial reporting software.
