Title: Assistant Superintendent of Public Works
Department:  Public Works Department
Status:  FLSA Exempt, 40 hours per week, Non-union position
Salary: FY21 M16 $1,868.59 - $2,298.83 weekly 5% Stipend for candidates with Masters Degrees in related field

General Summary:

Essential Job Functions:*

  • Assists the Director with the overall operation of the Department of Public Works.
  • Oversees the daily activities of divisions within the department including water, sewer, drains, highway, parks, cemetery, and snow/ice control. Assists the Director in providing leadership, motivation and direction to staff by determining work priorities and assignments, coordinating staff activities, and establishing operating policies and procedures.
  • Monitors progress and provides direction for areas of responsibility as assigned by the Director.
  • Manages the emergency response activities of the department during snow storms, water main breaks, flooding rains, etc.
  • Reviews construction designs, private site development designs, and municipal project designs.
  • Performs field revision of construction designs.
  • Troubleshoots and interpret SCADA information.
  • Assists in the development of the department’s annual operating budget; presents to municipal boards and commissions.
  • Assumes responsibility for all regulatory submittals.
  • Manages service contracts and construction contracts; approves payment requisitions and reviews engineering services contracts.
  • Assists in the documentation and implementation of disciplinary activities within the department.
  • Assists in the resolution of contract disputes. Assists with negotiations of collective bargaining agreements.
  • Represents the department at a variety of different meetings both within and outside of the town system. Serves on town committees.
  • Responds to complaints, concerns, and questions from the public, other town departments, members of the building community, etc.
  • Performs similar or related work as required.

Minimum Requirements:*

Education, Training and Experience:

Bachelor’s degree in civil engineering or related field and five years of public works management or construction management experience; or any equivalent combination of education and experience.

Special Requirements:

Possession of a valid C.D.L.

Possession of a Drinking Water Operator’s license, D3

Knowledge, Ability and Skill:

Knowledge: Thorough working knowledge of the materials, methods and techniques relative to public works projects and issues. Knowledge of the laws, rules, and regulations relating to public works projects including design selection, contract bidding, awards, and management.

Thorough knowledge of public works financing and administration. Knowledge of snow and ice control techniques and practices.

Ability: Ability to plan, assign and supervise the work of groups of employees engaged in a variety of public works construction and maintenance operations. Ability to establish and maintain effective and harmonious working relationships with town officials and departments, state/federal agencies and the general public. Ability to communicate effectively in written and oral form.

Ability to prepare and administer budgets, prepare financial reports, and prepare grants.

Skill: Skill in all of the above-listed tools and equipment.
