The Commonwealth of Massachusetts manages several agencies that offer a wide array of business resources.

Technical Assistance and/or Financing
Massachusetts Small Business Development Center Network (MSBDC)

The MSBDC provides business owners, particularly new business owners, with the following assistance: business plan development, pre-venture feasibility, cash flow analysis, personnel and organizational issues, conventional and non-conventional financing, and marketing. They also offer seminars on various topics, including starting a business, financial planning, government procurement, marketing, and international trade assistance.

Massachusetts Growth Capital Corporation (MGCC)
The MGCC is a quasi-state agency that offers small business lending, administers the SBA Microloan Program, and has provided various grant programs in recent years. The MGCC played a critical role in the Commonwealth's COVID-19 response for businesses, administering several loan and grant programs.

MassVentures
MassVentures is a quasi-state venture capital firm with the mission of filling "a critical gap in the state's innovation ecosystem, providing venture capital, grants, and business advice to founders who often lack access to this support. We establish long-term relationships with these founders, aiding them on their journey from startup to growth company."

MassDevelopment
MassDevelopment is the state’s finance and development agency. They are committed to three goals: stimulating business, driving economic growth, and helping communities thrive across Massachusetts. They provide low-cost and creative financing options for various organizations, sustainably redevelop surplus properties, and promote the Massachusetts manufacturing and defense sectors.

Exporting Business Resources

Massachusetts Export Center
provides a broad range of international trade services to Massachusetts businesses throughout the export process. The counselors provide in-depth, customized assistance to address challenges unique to exporting firms. They help businesses assess potential export markets, develop market entry strategies and navigate their export transactions' technical, regulatory, legal logistical, and financial aspects. Massachusetts Office of International Trade and Investment (MOITI)
Massachusetts Office of International Trade and Investment (MOITI) facilitates foreign direct investment (FDI) into the Commonwealth, acting as a partner, clearinghouse, and connector for international businesses looking to locate, expand or invest in Massachusetts. The business development team can identify your project's size, scope, and industry and connect you to relevant state agencies, business associations, and partners. Industry Specific Business Resources

Massachusetts Center for Advanced Manufacturing (CAM)
CAM was created by the Commonwealth to advance the manufacturing sector in Massachusetts by doing the following: "Aligning investments in manufacturing with the state’s vision; Leveraging existing programs for increased regional impact; Supporting new initiatives from the Advanced Manufacturing Collaborative (AMC); Ensuring a deep pipeline for all programs; and Tracking outcomes and efficacy of all programs."

Massachusetts Life Sciences Center MLSC
MLSC is a state economic development agency supporting the growth and development of the life sciences in Massachusetts. Through public-private funding initiatives, the Massachusetts Life Sciences Center supports innovation, research and development, commercialization, and manufacturing activities in biopharma, medical device, diagnostics, and digital health.

Massachusetts Biotechnology Council (MassBio)
MassBio represents and provides services and support for the MA biotech industry as the nation's oldest biotechnology trade association. Members enjoy a wide range of benefits, including networking and educational events, savings through our Purchasing Consortium, business development and entrepreneurial support programs, public policy, advocacy engagement, and economic development support. 

MassBio also has a rating system, BioReady Communities, for Massachusetts municipality's "readiness to host biotechnology facilities based on the community’s zoning practices and infrastructure capacity." Norwood is a Platnimum Level community, the highest rating available.

Massachusetts Medical Device Industry Council (MassMEDIC)
MassMEDIC is a non-profit, membership-based association for Massachusetts-based medical device manufacturers, product developers, suppliers, research institutions, and academic health centers. MassMEDIC offers technical assistance and workforce development programs. 

Massachusetts Clean Energy Center (MassCEC)
MassCEC is a state economic development agency dedicated to accelerating the clean energy sector's growth across the Commonwealth to spur job creation, deliver statewide environmental benefits, and secure long-term economic growth for the people of Massachusetts. MassCEC works to increase the adoption of clean energy while driving down costs and delivering financial, environmental, and economic development benefits to energy users and utility customers across the state.

Massachusetts Technology Collaborative )MassTech)
"MassTech supports business formation & growth in the state's technology sector, helping Massachusetts  lead in the global Digital economy." MassTech is the umbrella agency for several industry-specific divisions, many of which are listed above.

Workforce Development

MassHire
MassHire can assist your company with the recruiting, screening, and training of new staff.

Commonwealth Corporation
The agency is responsible for administering and delivering a wide range of publicly and privately funded programs. The Commonwealth Corporation has several funding opportunities for Massachusetts employers that need assistance finding staff, including the Workforce Training Fund Program, Express Workforce Training Fund Progam, and the Workforce Competitive Trust Fund.

MassMEP
MassMEP is dedicated to helping small to mid-sized manufacturers across Massachusetts in various parts of their businesses, with the ultimate goal of helping them to achieve growth." MassMEP offers Massachusetts-based manufacturers assistance with "operational excellence, workforce development, and innovation growth strategies." MassMEP also offers training grants.
